Flood hazard is one of the most severe natural disasters. Optimal operation for river flood control system plays an important role in flood control. It can efficiently decrease the loss of flood disasters through the coordination of measures.This paper studied a flood control system which consists of reservoir, levee and the flood retarding areas, and built up a numerical model for flood control operation. An example was given to verify the validity of the model. Major content is as follow:1. Comprehensively analyzing the research progress in the optimal flood dispatch, the necessity of study on optimal operation for river flood control system was point out.2. The flood routing methods which had been widely used were described, and a generalized model, considering the flood retarding areas, was presented .The flood routing reached flood retarding areas was simulated.3. Based on the river flood control system described, the model of flood optimal operation was built. Furthermore, the GA toolbox based on MATLAB7.1 was applied to solve the optimization problem for river flood control system. GA and the GA toolbox based on MATLAB7.1 was introduced.4. Through the penalty function method which was improved, the problem was transformed to non-restraint optimization problem.5. Taking Hanjiang River as an example, the flood routing was simulated and the optimal flood dispatch was realized by applying the model established in this paper.6. The major achievements in this paper are summed up, while pointing out the orientation of future study.
