More and more small and medium sized reservoirs are constructing in China. The flood control task of these reservoirs is becoming more difficult with the social and economic development; as a result the study of optimal operation on flood to make full use of flood resources and protect the national property is very significant.This paper was focused on flood optimal operation of small and medium reservoirs, mainly described three aspects of flood forecast, flood optimal operation, and flood forecasting and scheduling system design and development.Runoff concentration process of traditional Xinanjiang model for flood forecasting is difficult to calculate, as the rainfall and runoff data of medium watershed is incomplete and hydrological stations are not fully established. Based on the feature of artificial neural network(ANN) nonlinear mapping, combined with the Xinanjiang model, this paper built a Xinanjiang-BP network model for flood forecasting, which was evaluated good in practical application according to national industry standards.Using flood forecasting data, a multi-objective flood optimal scheduling model has been built and a linear integrated optimization algorithm has been studied. The proposed algorithm can access the group of optimal solution directly. The spatial distribution curve of its optimal solution set under the current runoff displayed clearly and intuitively.Flood forecasting and scheduling system of Jinjiang Reservoir has been designed and accomplished based on the flood forecasting and scheduling model established above, which is running in the Jinjiang hydropower plant and working well.
