Whether in TBTC or in CBTC, balise plays an important role. China railway is developing by leaps and bounds. Not only the present lines increasing-speed transformed, but also the passenger transport special railway line and high speed railway new lines constructed all need use a lot of balise. Nowadays, balise used in China all depends on import, therefore, developing balise made in our country research and breaking through overseas technical monopoly, have vital realistic meaning and practical value.Firstly, the characteristic, sorts, principles and application case of balise are analyzed in the dissertation. Secondly, the dissertation analyzes the FFFS (Form Fit Function Specification) coding strategy of Eurobalise and brings forward the decoding strategy of balise telegram based on the FFFS (Form Fit Function Specification) coding strategy. Also, describes the decoding steps in detail and makes some mathematic analyses of its reliability. Thirdly, On the basis of the decoding strategy of balise telegram, the dissertation proposes a solution to this decoding strategy by using FPGA. With the top-down design method, the scheme is divided into certain modules which are described in details. Meanwhile, the paper also lists the topology of those modules, which are provided by Quartus II. Finally, a lot of emulations have been done to validate the validity of the scheme.At the end of the thesis, the whole work of the project is summarized and the further research contents are pointed out.
