Whether in TBTC or in CBTC, balise has played an important role as one of the important equipment of the information transmission. At present, economic development has greatly boosted the development of high-speed railway in China, in order to solve the problem of sending continuous information, balise has been widely used. Nowadays, balise is not yet domestic, so that it mainly depends on import. It cost a lot of money and is maintained inconvenient. Therefore, developing research of balise localization and breaking the monopoly of foreign technology has vital realistic meaning and practical value.With the rapid growth of railway demand, the traditional encoding after pre-encoding method to generate telegram can not meet the railway demand that requires us to master the real-time encoding method to fit domestic railway demand. Through analyzing and mastering the technology of European balise telegram encoding and decoding, we must improve the application of the balise in the Chinese train control system. In this paper, we combine balise functions and telegram structure to realize the balise telegram encoding and decoding simulation system in VC++6.0.Firstly, this paper introduces the application of the balise in the Chinese train control system and the overview of the balise. Secondly, this thesis analyzes the balise data, elaborates the structure of the balise user telegram, explains briefly the general principles of the balise user telegram which is plaited, and introduces the forms to fill of the user information package by the actual situation of train operation. Then it tells the composition and characteristics of the format of the European balise transmission telegram, analyzes the FFFS encoding and decoding processes, and designs simulation system software interface of the telegram encoding in VC++6.0to realize the encoding processes, on this basis, we design algorithms in the simulation system of the transmission telegram encoding and decoding.Finally, it explains design and implementation of simulation system on the balise telegram encoding and decoding. The simulation system is divided into four functional modules. It achieves the specific details of the various modules and draws detailed implementation process of the balise telegram encoding and decoding simulation system. According to the layout plan of analog station, we work out balise user data tables and user packets, those data are stored in the database. It designs encoding processes and the output flow of the user telegram. We also use European standard test data to obtain simulation results of transmission telegram encoding and decoding in VC++6.0. When the system completes the balise telegram decoding process, we design an interactive interface in order to make clear the consistency of the description of the telegram between decoded telegram and the original data. This interactive interface not only gives staff quick tips, but also shows the problem telegram.
