Detention areas are both the room for flood detention and the homestead for survival and development of local residents. In the case of flood detention, it may contribute to the protection of the key protected areas, and meanwhile, it may cause more damages to the local residents.Great efforts have been made on the construction of compensation institution for detention areas since 1980's with the form of flood insurance and fund. But the expected goal was not achieved because of the hardness in financing. Afterwards, some experts considered that compensation was a good measure to mitigate the resistance in using of detention areas and it may also help the residents to restore living and rebuild homestead subsequently. With many efforts, provisional compensation regulations for the use of flood detention basin were enacted and came into force upon promulgation in May 2000.By analyzing the characteristics of compensation policy in detention areas, the effect of provisional compensation regulations for the use of flood detention basin was evaluated based on the data of compensation obtained from detention areas in the Huaihe River basin in 2003. Some conclusions are as follows: detention basins were used betimes and effectively; the loss of residents was compensated in reason; the equity of detention areas and protected areas was corresponded. Howevere, there were some problems emerged, such as the cost of carrying out the policy was too high and the development of economy and society might be misleading and so on.Flood risk can be divided into inherent risk and additional risk according to the risk theory. The inherent risk should be covered by sharing and enhancing the endurable capability, and the additional risk is the part which the government should be in duty bound to compensate. Meanings and calculating measures of inherent risk and additional risk in detention areas are discussed in this thesis. Inherent damage caused by waterlogging and additional damage caused by water diversion in Mengwa detention area in 2003 is calculated with flood simulation model and loss evaluation model. And relation of additional damage and national compensation standard is discussed.At last, some suggestions are brought forward about compensation policy in detention areas:1.
