As one of the major modern transportation modes, highway freight transportation has the particularadvantages and service functions in the fields of short and medium distance shipment, door-to-doorservices, and the seaming services.The reasonable methods to effectively allocate the highway freight transportation resource are help tofoster the large scale freight transportation corporations, which act as the importance enterprises to lead thetendency of high way freight transportation industry and to improve the sound development of the industry.So it is very academically and practically significant to study the optimization and allocation methodologyof the highway freight transportation resource.An basic content and methodology to optimize the highway freight transportation resources ispresented in this dissertation based on the systematic methodology and the essential organization principlesof the highway freight transportation, which has addressed an overall framework of the highway freighttransportation resources optimization by integrating optimization of the freight organization modes andframeworks of truck.The meanings, characteristics and relationships with logistics system of the highway freighttransportation system are deeply discussed by the broad sense and narrow sense perspectives. And thepresent situation of organization for freight transportation is analyzed in detail. Then, it is indicated that thisis a gradual procesure for highway freight enterprises going from single truck organization modesexpressed by this characteristics of the bigger number, less of scale, decentralization and weakercompetativeness to the centralized organization modes. Furthermore, an development procedure forcentralization organization modes is proposed on the basis of the transportation economy theory andhighway freight transportation organization theory, and by analyzing in detail the operational rules of thehighway freight transportation. This procedure is given as follows: firstly to develop from contracting modeto stockholder mode, then to stock agglomerate mode step by step. Additionally, organizational carriers,some supporting measures and mechanisms about the centralization organization modes also are addressed.The centralization operational performance indexes are important standards to evaluate theorganizational degree of the highway freight transportation industry. To illustrate the organizationalmanagement level of the highway freight transportation enterprises. Therefore, to found a scientificsystematic and practical, index system is the important issue of the organizational optimization for thehighway freight transportation enterprises. A centralization operational performance indexes systemconsisting of basic indexes and supplemental indexes is founded based on the productive forces-productiverelationship model and input-output model.
