With the development of economy and the improvement of people's living standard, there are higher requirements on traffic. Taxi becomes an important part in the architecture of city traffic because of its convenience, speediness, safety and coziness. Nowadays, most taxis can provide round-the-clock service, and the main method of hitching a taxi is waving their hands. With the increase of taxi number, the rough management mode results in drop of taxi's working efficiency and brings high empty-driving ratio, traffic jam, waste of oil and environment pollution. Therefore, research on automatic taxi scheduling system based on the technologies of wireless communication,computer network, GPS(Globe Positioning System) and GIS(Geographical Information System), which mean to rationally schedule taxis and improve the working efficiency and decrease the empty probability and traffic jam, is imperative under the situation.Based on the study of the development of taxi scheduling technology and the domestic and overseas application status, a framework of taxi scheduling system is proposed in this paper according to the management characteristics and the technology requirement, which is based on the technologies of GPS, GIS , wireless communication, and computer network and subsystems of hardware and software are also designed.This paper puts emphasis upon the design of software subsystem of the taxi scheduling system. According to performance requirement, the software subsystem can be divided into server system, scheduling center system and call center system, which respectively implements the function of launcher control, scheduling control and client telephone response. Designs of all functional system, database, signal encoder and decoder and system integrating are also proposed in this paper.The system adopts C/S mode, Windows 2000 operating system and SQL 2000 database as the development platform, and Visual Basic as a development tool to realize the whole system. It is also given of the integration of GIS functions on the platform of MapInfo 6.0. Furthermore, the system executes practically and it is proved that the design objects of the system are achieved.
