Water is the source of live and the basic of substance. Water resources, as a important and special natural resources, is not only the vitals of industrial & agricultural and national economy, but also the significant restricted factor of sustainable development of society and economy. Tangshan, as a heavy industry city, as the same as other heavy industry cities in north, is in deficient of water in quantity and quality because of producing and living. In this thesis, how to effectively use the limited water resource has been discussed.:Through investigating the statistic data of supplying and utilizing water past years, the actuality of supply engineering, the actuality of drain engineering and waste water disposal in Tangshan urban, this study analyses the available water quantity cisborder and outside and water environmental actuality in order to afford basic data for the optimization distribution of limited water resources in cantonal city.In this study, some typical methods of water demand prediction are evaluated and introduced. Among these numerous prediction methods, BP neutral network methods is considered as the best one and applied prevalently, with high precision, good effect and feasibility. So this study chose BP to predict water demand in Tangshan city of the programming year of 2010 year. Because the original statistic data of water resources utilizing was about resident living and factory producing, water demand with BP method was just the two. As far as agriculture water demand, was calculated by irrigated ration and area. Ecology water demand was analogyed.For water resources optimization distribution, firstly, this paper introduced its meaning, significance and principle, raised integral planning idea, and optimization model is given with multi-objection optimization planning method. Finally, the model is computed with fgoalattain function in Matlab optimization toolbox. A series of planning scenarios are put forward.In this thesis, for the study of water demand, different neutral network operation times are set and the error between prediction and original data is analyzed. It is concluded that BP neutral network is of high reliability and good feasibility under the 5 000 operation times. Then it is applied to predict Tangshan urban water demand in 2010 years. This study first applied multi-objections optimization to distribute Tangshan urban limited water resources. Through contrast with benefit coefficients utilizing water in variable industries, it confirmed with feasibility, then it applied to distribute limited water resources in Tangshan urban.The optimization scenarios may further improve water environmental quality, obtain the best benefit from the limited water resources, in order to promote harmony and sustainable development of environment, society and economy in Tangshan city.
