Study On Bao Tou Wan Shui Quan Eco-City Program Construction

City construction ruling by ecology is the fundamental demand of society development, the symbol of human civilization progress and the trend of city's development. The construction of ecocity is an effective path to establish a society that is rich in material civilization and mental civilization and make society's development sustainable. This context, based on widely research on theories and practices of ecocity at home and abroad, completes the concept of ecocity and thinks that ecocity is a city which has reasonable structure, perfect function, efficient economy, delightful environment and harmonious society.The first and second chapters discuss the connotation and character of an ecocity, the principle and methods of its construction, process and measures of city construction that ruling by ecology, fix the conception and aims of the ecocity. The third chapter according to the ecocity's construction demand, analysises the status of economy, environment and social development of Batotou Wanshuiquan New Area, confirms its existed problems and gaps in building ecocity and afirms the general methods and ways in optimizing ecocity's system. The fourth chapter discribes the plan for constructing Wanshuiquan New Area ecocity which includes " one axle, two centers, three belts, four domains and five groups" and divides into 6 functional domains to lay out. It adds green grounds, roads, sports and public areas and expands the space for developing city which provides the planning foundation to improve and enlarge the city's capacity and harmonies among econoy, environment and society. The fifth and sixth chapters introduce the new scientific planing concept which Wanshuiquan will bring in order to give some advice for the future city constuction and investment promotions. Surrounding the general goal of building "multiple domains in an area", the article researches the industral structure and directions for development, confirms the important roal that the New area will play in developing new technology industries in Baotou and Inner Mongolia, by enlarging its city planning frame, expanding its construction area, to make New area into a resonably layout, convinent transpotation, high level assortment of infrastructure, excellent ecology and investment environment as well as complex modern new area full of deep culture contonations.
