Urban rail transit is a mode of public transportation which the track is isolated independently. It can be divided into subway, light rail and region rail according to the technical characteristics, transportation amount, regional service function and etc. Comparing with ordinary bus and trolley, urban rail transit has the obvious advantages of faster speed, bigger transportation amount and so on. So it takes an important role in urban public transportation. With economy's developing in our country, more and more transportation questions appeared, which has restricted the development of urban economy. One reason is that big cities'public transportation, such as Changsha city, mainly relies on common bus or trolley. This kind of small amount transportation vehicle cannot meet the needs of people; another reason is that the development of car has brought enormous pressure for urban transportation and environment. For these reasons, in the new turn of urban master planning, many cities propose adjusting the transportation structure, giving priority to develop mass traffic. They hope to establish a city passenger transportation system which takes urban rapid rail transit network as its skeleton to solve the conflict of city traffic, and guide the construction of reasonable urban structure and function.This paper firstly discusses the theory of rail transit network planning, summarizes the universal rules and the technical points, and indicates the mentality of rail transit planning. Then it analyzes the background of rail transit network planning of Changsha, the travel characteristics of Changsha, the tourist composing and the existing urban transportation condition to research the root of Changsha transportation questions, according to the method of finding problems—analyzing problems—solving problems. Secondly, it describes the importance and the necessity of Changsha rail transit planning. Following that, it discusses the appropriate scale and the skeleton of rail transit network of Changsha to decide the palnning project of rail transit of Changsha. In the end, the author discusses two key factors which may affect the rail transport development of Changsha: urban land utilization and the transport hub of rail transport.
