To present existing situation of navigation system, This article analyses its defect existing. Point out The current navigation system cannot meet the need of the rapid development of air transportation, thus new navigation system (CNS/ATM) should be introduced.In the communication system of CNS/ATM, VHF data communication is used in busy air space, and Aeronautical Mobile-Satellite Service (AMSS) is used in other air spaces, such as ocean and desert, But can improve the flight safety greatlyIn the navigation system of The CNS/ATM, Global Navigation Satellite System (GNSS) is the main elements. With Argumentation System and Differential System, GNSS is capable of supporting en route flight and CAT III precision approach. This system can meet the need of all flight phases in terms of integrity, precision and continuity. With the application of area navigation and Required Navigation Performance (RNP), this would make the parallel route, random route and direct flight route possible, and also improves the efficiency of air space and the flight safety.In the surveillance system of CNS/ATM, Secondary Surveillance Radar (SSR) is used in busy air space, and Automatic Dependent Surveillance (ADS) is used in other air spaces. SSR and ADS can also be integrated. And ADS can improve the efficiency of air space in the areas of ocean and desert where there is less flight route and large separation between aircrafts.Finally, This paper also covers the air traffic management. It consists of the space management (ASM) and air traffic flow management (ATFM). It also analyzes the categories, users of air space and the principle and methods of air space management. As to ATFM, through to its method and level, restrict the factor, relation of automation and flow management discussion. A model of air traffic flow control is established.
