Handling the large-scale thunderbolt initiated by the contradictions among the people is one of the primary missions of armed police. The handling principle is the isolation, scatters, and the equipment used must be non-lethality weapon which can disperse irritant lacrimatory agent fast and wiedly.According to the development duty bowed down by the armed police science and technology, in view of satisfying its Tactical Technical Characteristics requestments, this article carried out the engineering research. Refering to general armament system design procedure, the system design research to this armament system has been conducted, and this armament system manufacture parameters have been given, which has provided the basis for the plan pattern, the design craft and the processing production. This project has won the first award for the armed police advance in technology.Using the method of the technical economic analysis, this article appraised the profit ability, the payment ability and anti-risk ability to invest to produce this armament system,which provided the basis for the leading body decision-making. In view of the characteristics of this armament system production process, this article proposed that the factory should use the organizational structure form of the straight line - function system, and the production process should use the organization form of the object specialization.
