Inner Mongolia , China's northern border autonomous region with large area and long history , is not only the settlements of many ethnic groups , but also a place of colorful ethnic cultures and religions . Since reform and open policy, Inner Mongolian area has made a rapid growth in the cultural and economic fields . Owing to the existing urban construction and size which can't adapt the development of economy and culture , modern new towns that both have temporal spirit and Inner Mongolia features are expected by scientifical and reasonable construction and planning . This means so much in many respects , such as enhancing the national culture , encouraging the foreign investment , reducing the disparity of city and countryside , developing the tourism and the economy of minority area , raising the international communication and the fame of Inner Mongolia both home and abroad , and so on.My paper , which is based on the theories of urban planning , architecture, urban economics and sociology, absorbs my experience accumulated in the real work and the study of small cities construction theories both home and abroad . By analyzing the development of small cities planing and construction in China , we can make several researches as follows: Firstly, the background of the overall remove design of YiJinHuoLuo market town". Secondly, the location superiority of YiJinHuoLuo market town.Thirdly,the analysis of present situation and urban planning outline, urban size and designated function, overall layout and functional organization of YiJinHuoLuo market town, and so on.It is proved that the only way to sustainable development of this area is "the overall remove design of YiJinHuoLuo market town". The Existing small cities are not only smaller size , but also the unreasonable layout. The old pattern is not able to reflect the national character and genius loci. It is hoped that it will provide some references for the urban construction of other cities in Inner Mongolia , on the basment of the study of "the overall remove design of YiJinHuoLuo market town" as well as the successful experience from the planning and construction of YiJinHuoLuo market town . The aim is to find a way of urban construction to combine the Mongolian culture with the modern design of urban planning.
