The significant imbalance between demand and available supply of water in different time and regions of China leads to the requirements of water transfer as well as the optimization of water resource allocation and real time dispatch of water resources. This paper research on the optimization of water resource allocation and real time dispatch of water resources of the East Route of the South-to-North Water Transfer Project (segment of ShanDong) by genetic algorithms.This paper begins with the basic principle of the optimal allocation of water resources , and according to the engineering actual situation, it establishes the contents and the way of thinking for study. Using the basic theories of multiple objectives programming and dynamic programming, allocation models and real-time scheduling models of the dispatch of water resources of the East Route of the South-to-North Water Transfer Project (segment of ShanDong) are built by these optimization algorithms aiming at the problem of the optimization of water resource allocation in the area of each cent and each branch. These models can be solved by genetic algorithms , and the project of the optimization of Jiping channel water resource allocation per year and real time dispatch of Jiping channel and Dongping lake water resources per ten days can be acquired.The outcome shows that multiple objectives can be solved by genetic algorithms efficiently and this outcome have certain theoretical worth and actual meaning to the future dispatch and management of water resources of the East Route of the South-to-North Water Transfer Project(segment of ShanDong).
