This paper mainly researches the optimization of allocation of water resources and real-time scheduling of of water resources of the water transportation project from southward to northward.The project pass through PingYing county and ChangQing region and Tsinan. This paper analyzes the existing circumstance of water resources and economy of the subareas along the channel. Then it adopts goal programming to establish the mathematical model of allocation of water resources, and adopts linear programming and goal programming to establish mathematical model of real-time scheduling.The mathematical model of allocation of water resources can allocate the water of Changjiang River of one year through the channel to every department of every subarea in optimal plan. It can analyze the existing circumstance of using of water and point out the existent problem. Thus it can guide the engineering of distribute water on the macroscopical meaning and make maximal comprehensive benefit. The mathematical model of real-time scheduling can distributes the real-time water of Changjiang River and the real-time local water and the real-time water of Yellow River over very department of every subarea through the channel in optimal plan.This paper make case study through combine actual data of the engineering through two mathematical models. And it introduces some study about expert decision support system.
