As one of the important methods of DSM(Demand Side Management) ,TOU(Time-Of-Use) power price is applied widely in China. As the development ofpower market, require more study on the diversity of demand elasticity and moreelaborate price form.This paper classify the customer class by their load characteristic use an automaticclustering algorithm, analyzes the cost of different consumer classic base on differentperiod of time. Using demand elasticity coefficient as an index to analyze demand sideresponse, set it as a feedback in the TOU model. The model is testified more reasonablyand more flexible to adapt the market and consumer demand.
