It is suggested that the development of public traffic is key to sustainable development of the urban traffic. On the basis of analyzing a large amount of domestic and international research results, the paper probes into suitability and development model about Bus rapid transit (BRT) system of big city in China., and then, according as the basic idea theory and theory of system engineering, the paper put forwards and expounds frame of theory and the framework of ternary element, which about interacting plan of BRT system with land use. Combining with the fact of JI'NAN, The paper expatiate the method of establishing BRT system about development plan and operating plan from three aspects.On the urban development strategy aspect, this paper probe into the BRT development model under the integrated frame of the traffic, analyze the relation about BRT and urban land use, and discuss BRT network planning to combine with flow of passengers corridor , which can rational guide city development. On the city land development aspect , this paper probe into the countermeasure in the course promoting the land use along the BRT lines , which including site plan, the coordination of the routine public transit and individual traffic , coordination controlled with land development, etc.. Operate in planning and the project is implemented the aspect, planned to carry on the positive research for the example recently by BRT, including fast flow of passengers of public transit system predict, function plan, management ,etc. Moreover, the condition of BRT system in JI'NAN is quoted to analysis and evaluates the content of the paper.
