Flood is a kind of natural disaster which seriously faze the subsistence and development of human at all times and in all over the world .Most cities are located along the rivers and the sea .In China,90 percent of big or middle cities of that kind ,they benefit much from water but get various menace as well .As the speedup of city plan ,in the 21th century ,70 percent people in China will live in cities ,and the 90 percent of GNP will focus in cities .So ,we have to think of the advanced flood control criterion ,on the other hand ,we must study the steps for flood-controlling and loss lessening over the criterion.It is economically and socially important to study the theories and methods of flood control regulation by taking full use of the existing flood-control projects, and to construct systems of flood-control regulation associating with new technology .So as to realize the optimal regulation and management, decrease the loss of flood , increase the benefit at its most as well.Focused on the theory and application of flood-control regulations for seashore city, this dissertation contains 6 chapters.1st chapter, the studying history and existing circumstance of flood control regulation system are reviewed. The developing trend of flood control regulation is put forward, associating with current studying in the realm of hydrology and water resources.2nd chapter, take the basin of Sungang river in Shenzhen as an object, check the conventional regulation ,contrast the running and the designing circs, and analyze the problems .3rd chapter, discuss the applied methods of forecast tide level aiming at the characteristics of seashore cities, according to the forecast and the tide level of Buji river ,ascertain the allowing runoff in backward river way in Sungang flood detention.4th chapter discusses the method of optimal flood control operation .First ,give the object function of flood detention ,and set up the model ;Second ,combining with the runoff of reference point in flood control ,bring in the theory of optimal flood control operation .At last ,find the optimal result.5th chapter discusses the method of real-time flood control regulations. The applications to real-time flood control regulation of reservoir routine operation and optimal operation, as well as schemes making technology of reservoir flood control regulation are introduced.6th chapter is the summary and expectation of the dissertation .
