The Guanzhong area is the most developed areas of socio-economic in Shaanxi Province, it is one of the regions of the water shortage in north China,too. There are the large seasonal variations and weak storage capacity in surface water of the Guanzhong areas, the flood cause the disaster but it cannot perform to use in Flood season, the water supplies insufficiency and the water shortage is serious in the dry season. Implementing interception flood and guidance permeating in front of the Qinling mountain and fully using underground reservoir stores and regulates the function may effectively solve the space and time distribution of water resources to be uneven, improve the shortage of water resources and the supplies environment in the Guanzhong and enhances the use factor of the water resources.The paper firstly studies the condition of interception flood and guidance permeating and the condition of stores and regulates about the underground reservoir in the Laohe river area. In the foundation carrying frequency analysis about current capacity of the rivers during a year, using the same multiple ratio method and the typical year method, has calculated the date current capacity process line of various typical year. The four kinds of the plan of interception flood and guidance permeating based on the water balanced principle as well as relations equation of the water volume of the infiltrating quantity and the water coming volume , the infiltrate leakage in unit drain area. For the first time carry the entering current capacity, the excreting quantity of the flood peak and the reservoir adjustment quantity as well as the entering infiltrates the quantity of river and so on, on the computation at the alluvial fan of Laohe river, has carried on the analysis and the research to the effect of interception flood and guidance permeating.On the foundation of analyzing ground-water flow system characteristic at thealluvial fan of Laohe river, I has constructed the hydrology geology conceptual model and the ground-water flow numerical model. Established the river course based on the historical hydrology process to come the water sequence, calculated enter infiltrates the sequence to the different plan river. For the first time, unify the ground-water flow numerical model and the entered infiltrates sequence of river and drain of different interception flood and guidance permeating and has carried on the effect analysis to interception flood and guidance permeating and the stored and regulated of underground reservoir to study the function of the underground reservoir to store and regulate as well as the effect of interception flood and guidance permeating.Based on research results of interception flood and guidance permeating and store and regulate of the underground reservoir in Laohe river, carry on the computation to the entering current capacity ^ the decrement of the flood pealu the infiltrating quantity of river and drain as well as the storing and regulating function of the underground reservoir and so on at the alluvial fan in front of the area of he Qinling mountain, carry on the analysis to the benefit interception flood and guidance permeating and store and regulate of the underground reservoir in Laohe river in front of the Qinling mountain, proposed the countermeasure and the suggestion of water resources development use in front of the Qinling mountain.
