The course of global informalization and networking dramatically changes our style of life and mode of thinking. Boosting IT accelerates the shift of traditional water conservancy to modem one, and digital water conservancy is the inevitable course of modem water conservancy development.This paper first discuses the connotations and features of digital water conservancy, forecasts the prospect of its application, defines the purpose and importance of digital Xiaolangdi Multipurpose Dam Project information management, and proposes to promote Xiaolangdi information management by starting from a digital OA system.The paper also introduces the status of OA development at home and abroad, analyzes the trend of OA and the problems encountered during implementation, and provides the framework and technical philosophy of a digital OA system.The ground of digital OA is to have a platform that enables effective management of internal information resources. Based on the Xiaolangdi OA system, a new concept is proposed herein to develop a digital OA system by applying the NDS directory service and the J2EE architecture in light of the available up-to-date technologies.This paper focuses on the highlights of a J2EE-based digital OA system, introduces NDS directory service technology for establishing an internal resource management platform, and, on this basis, gives a role control-based workflow management model, to enable digital office of the Xiaolangdi Project management and provide a solid basis for the development of digital Xiaolangdi.
