The water resources are human society's precious wealth. It is essential in the life, the industry and agriculture production. With the world population growth and the industry and agriculture production development, the water demand is growing day by day, the water already changed more preciously than any time. But humanity's production and the life causes the pollution of water body, the water quality to worsen and causes the limited water resources to be more anxious. Since long ago, the oil matter which contains petroleum matter and animal and vegetable oil matter always are important source of pollution in the water and the soil. It brings the serious harm to human's health, causes the water quality to worsen and seriously destroys the ecological balance of the water body. Therefore many countries all strengthened government of the water body and the soil pollution caused by oil matter. Regarding the examination of the oil content in the water, our country is at backwardness stage, and exists difference with international advanced level, therefore it is hard to satisfy the technical level request now. In order to obtain the representative correct data, enable the analytic data to have accuracy corresponding with the modern test technical level, enhances the commeasurability of analytic achievement and the application effect, the examination method and the instrument are extremely important. Only then had being guaranteed these two aspects, oil class pollutant content in the water can be guaranteed to be surveyed fastly and accurately, so the goal of protecting and the governing water pollution can be achieved. Developing the research of examination method, technique and examination equipment of oil pollutant in the water, is one of important measure to enhance the water pollution examination. By this topic research, exploring a suit of water pollution scene examination technology and examination equipment, it has the widespread application prospect and the scientific research value.In view of oil pollution of water body in our country, this topic explores a set of feasible plan and method in examining oil pollution and develops portable measuring oil meter which has independent property rights and which is suitable for our national conditions and field, by the technic of non-disperse infrared spectrophotometry. By using this instrument, we can measure pollutant content of measured water sample which contains methylene, methyl matter and mineral oil and vegetable oil, providing the basis for many environment monitor stations of our country to monitor the conditions of oil pollution of water body.This article general introduced basic principle of the instrument surveys as well as system design of software and hardware. The AT89C52 monolithic integrated circuit system is the core part of this instrument. By using it, the electrical signal which is transformed by the infrared sensor is converted into the density of oil matter and the result is showed and printed. The unique data storage function makes the data not to be losed when electricity of instrument turn off. We can inquire the historical data. This system has watch-dog circuit so it prevents work abnormality caused by program fleet and power fault. Moreover, the article has studied measurement principle of oil of infrared spectrophotometry and non-disperse infrared spectrophotometry and discovered respective good and bad points of two methods and the applicable scope. It found similarities and differences on sample request and examination precision and so on. We have carried on therational structural design of entire machine hardware and determined various parameters, for instance infrared sensor choice as well as optical path and path of rays design. We explore a set of portable measuring oil meter which is suit for field use.
