Offshore oil industry is booming today with high profits, but at the same time itis full of high risks. So it is necessary to perform risk evaluation of the system to besure that the risk can be controlled to the extent determined by the decision-maker.Based on the study of the update materials and documents, this paper conducts adetailed research of the risk analysis model.Firstly, in order to obtain the most exact risk value, the theory of vaguemathematics is introduced in this paper;what's more, the evaluation standard systemof the probability and seriousness degree of risk occurrence is founded.Secondly, the use of vague subjection function makes it possible and feasible toestablish the method of quantifying the opinion of experts;and furthermore, themethod of calculating probability of vague risk occurrence is worked out.Thirdly, the risk analysis model of offshore engineering project management isbuilt on the base of recognition and distinguishing of risk resources in such factors asorganization, the comprehensive ability of the manager, build and installation,procurement and design of offshore project management.Lastly, this paper performs the research of Bohai Bay CFD-11 project about itsorganization in management and an accident tree is set up by relevant riskrecognition and analysis;furthermore, the risk calculation of different risk factors isconducted by use of risk value method established in this paper and resolvingmeasures are worked out and given according to the results.
