Large scale immigrations have become a big issue these years in China, they dramatically affects the development of the city. Especially for the low-incoming immigrates from the rural china, since the difference of their social and culture background from the city, together with some historical issues, precious city management cant fit in all these changes anymore and ask for refinement. Urban planning study for the low-incoming immigration is one of the most important parts, and housing issue particularly, for its dramatic social impact, should be the first previous strategy in the low-incoming immigration planning studies. This dissertation includes six chapters. Chapter 1 focus on some related study of immigration issues these years both in china and other countries, describe the historical and social economic background of the low-incoming immigrates housing issues. Basing on the general data of Beijing statistical yearbook eng 2002-2004; chapter 2 evaluates the spatial pattern characters and developing trends of the low-incoming immigrations. Chapter 3 analysis the possible selected modes of the low-incoming immigrates from the politics and economic point of view. Chapter 4 talked about the effect of the low-incoming immigration spatial patter characters and developing trends to the city and city development itself. Together with some housing issue experiences of the foreign cities and other cities in china, chapter 5 coordinates the current policy and regulation, and gives some effective policy and planning suggestions. Chapter 6 based on all the topics above and come to a conclusion. Conclusion: the housing spatial characters of the low-incoming immigrate will influence the city development both in social and economic area. Under the condition of building up sufficient necessary infrastructure, related policy and control compensation, reasonable urban planning and design, using the current resource to provide good residential district for the low-incoming immigrates at the city edge will conduce to the city and immigrates itself.
