Urban transport planning is an important part of urban planning. This paper studies the relationship between urban development and road traffic in order to effectively deal with the ever-increasing traffic congestion, contradiction in traffic providing and demanding, and also it has inspiration to the compiling method of urban transport planning.This paper gives a collection of theories and practice on mutual relationship between urban spatial evolution and road traffic both in China and in western countries. The historical evolution process between urban spatial evolution and road traffic, relating urban planning theory and urban traffic development strategy are analyzed according to three historical periods which is agricultural, industrial and post-industrial periods. The relationship between urban development and road traffic in the past, nowadays and in the future in Hangzhou is discussed. And also mutual mechanism between urban development and road traffic is analyzed according to the four factors that are geographical condition, social economy, related policies and technical improvements in recent years in Hangzhou. Finally, some suggestions in respect of the traffic planning strategy, urban planning and traffic management strategy, government policy on economy and material means are put forward.This paper discusses:Residential, industrial and commercial suburbanization is the main factor of spatial development of Hangzhou. In the course of spatial expansion, road infrastructure and public transport system displays extension, filling and covering kind of developing. The improvement of transport vehicles is considered as an import factor to impel urban spatial to expand.By analyzing urban traffic providing and affording of Hangzhou, conclusions are drawn that transport system shows low density of road network, irrational road structure, long trip time, urban transport, especially public transport lags behind spatial expansion and that urban functional structure is irrational.Multi-core and mixed functional structure shall be planned to decrease long-distance traffic, and traffic demanding management shall be implemented to reduce traffic congestion.
