Because of its advantages, the Huizhou Port is suitable to be developed a port which integrates the petroleum, liquid chemical and product oil. In 1992, the fist stage of the Quanwan project involved a 10 000 ton multi-purpose berth, a 30 000 ton multi-purpose berth and a 30 000 ton dock for the oil and gas. Currently, a 30 000 ton petrochemical dock and a 3000 ton one, with the design annual cargo-handling capacity of 95 000 ton, are in the schedule of the second stage of the Quanwan project. With the development of the national economy in the Zhujiang Delta and its peripheral areas, the demanding in the petrochemical market is expanding. The settling of the Shell Ltd. in Huizhou even severely decreases the capacity of the local petrochemical berths. As a result, the expanding project of the petrochemical berths in the Quanwan port should be taken into consideration timely. While in the expanding project of the berth group, the scale of the berth (for the reasonable ship type), the number and the length of the berth and other factors can not be determined until the expanding scheme has been done after investigation and analysis.The expanding project of the berth group should be compatible with the development trend of domestic economy and the situation of the petrochemical transportation. This paper proposes to provide the design optimization for the expanding scheme of the berth group in the Quanwan port. First, the demanding for the petrochemical industry in Guangdong province and Zhujiang Delta, the potential development of the petrochemical handling capacity as well as the ship type in Quanwan port are analyzed and predicted. Such investigation is expected to make the expanding scheme more reasonable and agree with the reality. Second, the reasonable design ship type is determined after the waters environment and the ship type are researched. On the basis of this research, initial schemes are established. Finally, the evaluation hierarchical model for the decision-making based on the Analytical Hierarchy Process (AHP) is built and the optimized scheme is determined.This paper is composed of six chapters. Chapter one is the introduction, in which both the research background and the technology route are discussed. Chapter two is about the prediction technology. The characteristics and the processes of the qualitative and quantitative technology, especially the gray prediction model, are introduced. This chapter could be served as the theory support for the requirement analysis of petrochemical products as well as for the gray prediction of the handlingcapacity of the port. Chapter three makes the detailed gray prediction for the products demanding and the handling capacity, during which the Excel work table is applied to describe problems and build calculation models. Chapter four finishes the design of the appropriate type of ship. Chapter five makes the analysis and design of the berth number and provides initial project schemes according to the studies in former chapters. The AHP calculation model is described and built by the aid of the Excel work table. Initial schemes are quantitatively optimized and the best one is distinguished. Chapter six summarizes the researches in this paper and draws the conclusions.
