Since the open to traffic of Shanghai Hujia Freeway in the end of October in1988, which supplied a gap of national freeway, our national freeways havedeveloped very fast. The mileage of freeways had reached 19543Km until the end of2001, with the total mileage came out to be No.2 in the whole world. While theconstruction of freeway is developing rapidly, many quality problem of roadengineering emerge in endlessly, and these quality accidents not only cause terribleeconomic loss to our country and society, but also badly threat people's safety oflives and wealth. But with the thoroughly development of Reform and Open Policy,the construction of national road began to try out engineering surveillance systemaccording to international convention in the projects which extend credit to WB in1985, and carried it out in every aspects in 1996.
