| The construction project cost is the most direct influence factor of the construction project benefit,decides whether the construction enterprise can resist the competition pressure as well as the future survival and the development.Therefore,it is very important to control the project cost.The national investment in the urban road monitoring system is huge.Every year,special financial funds are used for the construction and maintenance of the urban road monitoring system.In order to complete the construction of urban road monitoring system and improve the economic benefit of the enterprise,construction enterprises must strictly control the engineering cost.This paper takes the road video surveillance project of Changchun ED-ZONE as the research object.Aiming at the problem of engineering cost control,applying the theory of engineering management and cost management,this paper studies and designs the cost control scheme suitable for the road video surveillance project of Changchun ED-ZONE.Firstly,based on the basic situation of the project and the analysis of the main influencing factors of cost control,the cost control system scheme framework is designed.Cost control system scheme framework design includes cost control principles,cost control objectives,cost composition,cost control scheme framework.Secondly,according to the project cycle,the cost control is divided into four stages: budget stage cost control,bidding stage cost control,construction stage cost control,completion stage cost control.In the most critical construction stage,PDCA circulation method,ABC analysis method,aggregate distribution method,target cost difference method are respectively applied to labor cost control,material cost control,mechanical cost control and other cost control,also according to the latest " replacing the business tax with value-added tax " policy to design tax cost control scheme.At last,this paper puts forward the guarantee measures of cost control,that is,to establish the full staff cost responsibility system,to establish and perfect the project fund management system,to establish and perfect the cost control assessment mechanism,and to ensure the realization of the cost control target.This paper studies the cost control system of road video surveillance project in Changchun ED-ZONE,and puts forward a set of practical and effective scheme for the whole life cycle project cost management of this project,which is helpful to reduce the project cost.It is of great practical significance to improve the economic benefits and competitiveness of enterprises.In addition,the application of PDCA cycle and other management tools in the process of engineering cost control has certain academic value to improve the scientific nature of engineering cost management. |
