Traffic at sea must aim at navigational safety and efficiency. In order to achieve it, it is necessary for ship to acquire other ship's dynamic information and static information. Today, a ship at sea has to master other ships dynamic information and static information by radar. In this way, a ship can not get other information such as ships name call sign nationality and etc. Moreover, the work often be affected by weather state of the sea and landform.In order to improve the navigational safety of ship operating efficiency and the capacity of transmitting information on the sea, the International Maritime Organization and International Telecom Union confirm that AIS (Automatic Identification System) is the identifying, inspecting and communicating system on the sea in the future.So automatic identification system (AIS) as a new assistant navigational system comes with communication and computer technology quickly. The AIS is a shipboard broadcast system that acts like a transponder, operating in the VHF maritime band. It uses Self-Organizing Time Division Multiple Access (SOTDMA) technology to meet this high broadcast rate and ensure reliable ship-to-ship operation. AIS transponders automatically provide information such as MMSI type of ship position course speed of a ship state of navigation and message related to safety and so on to appropriately equipped shore stations, other ships, and receive these message other ship send. At the same time the AIS can automatically scout other ship around. It's favorite to navigate safety and keep away real time. The AIS can help the limits of the current services, and decrease the collide case of ships, and improve the value of the safe action in marine, and make the content of the radar and the VTS more stronger.Many foreign countries have already taken on the AIS for several years. The rule of AIS is update continually. Introducing and summarizing the components, application and development of AIS according to the technical information, papers both issued at homeand abroad, and the specification and standards of International Maritime Organization. Studying and analyzing the core technologies, such as HDLC GMSK, SOTDMA Systematically analyzing the data link of SOTDMA, communication procedure and slot selection; In hardware, selecting FX909 made in CML as the modem achieving GMSK, design the communication card based on PCI; In software, having some initial experimental work for the data link according to the working flow of AIS and message standard.
