| Recently, as economy growing rapidly, citizen's income getting better and better, more and more households get ability to possess private car, the whole amount of the vehicles boost up. On the contrary, because of investigation, resources, etc. the development of infrastructures can't get on with it, conflicts occur. Nowadays, many cities in China are facing traffic problems: driving and parking is getting hard, car speed is getting low, more and more roads get jammed.To solve these problems, one way is to build more roads, more parks, to meet the needs, which has been proved not advisable implemented itself. To harmonize needs, supply, resources, development, to make the urban transport growing sustainable, more and more country developing and implementing Travel Demand Management (TDM) strategies, in which car park charging strategy included.To date, there are not many studies on car park charging in our country, parking fee standards usually made depending on the costs of buildings and operations only. Parking charging system in Cities usually have defaults of low charging, plain structure, etc., parking fee can't properly manage and distribute travel demand, neither in the spatial nor temporal dimensions. To get more evidence for parking fee setting, the influence is discussed in this thesis.The adjusting of parking fee may change the car expenditure, influent the whole cost of a vehicle, and then influent the decision of buying a car. A model of private vehicle holding rate is established based on data in ShenZhen, and then the influence of car park charging is discussed. Conclusions showed that adjusting parking fee play a certain role in putting off the progress of urban motorizing, then promote better opportunity for public transport developing.The change of parking fee can also make the travel cost changed, and then influent the travel mode selection.
