As city scale expands and city traffic problems become increasingly seriousin our country, public traffic, the significant part of city traffic, has arousedprevalent recognition. Greatly developing all kinds of theoretics and techniquerelevant to public traffic has been gradually accepted by more and more people,and its great effect on urban traffic has gained identification in all circles of society.As one of important measures to solve national city traffic problems, public trafficwill play a more and more important role in the development strategy of nationalcity traffic.Public traffic planning designates the orientation and incarnates themaneuver and strategy of development of public traffic. It also has significanteffect on improving the attraction and competitiveness of public traffic and themanagement status quo of public traffic enterprises. From the point of view ofdevelopment trend of city structure, it is a necessary trend of city development tochange from single-center to multi-center city structure. So, it is of greatimportance to establish the public traffic programming of multi-center citystructure.Since there is so much connotation of the theoretics of public trafficplanning, the thesis puts emphasis on the measure investigation of the keytechnology. The thesis introduces the meshwork arrangement pattern of publictraffic planning, the disinterment of data of IC card and new approaches of publictraffic planning, so that the rationality and maneuverability of public trafficplanning can be improved.To obtain the fundamental data is the direct basic and precondition of publictraffic planning. The thesis focuses on application of information resources ofpublic traffic industry to find out significant index through the data obtained fromslightly amended IC card system of public traffic.Meshwork arrangement pattern of public traffic is a main tache in establishingpublic traffic planning. It is also a key factor whether public traffic planning canmeet the going-out demands of citizens of different urban districts, so it is greatlyworth of being investigated. The article starts with development trend of citystructure and the advantages and disadvantages of four basic configurations ofpublic traffic. Using spot-axis theory of regional layout and the impact of publictraffic to urban ground rent, the article decides the public traffic meshworkarrangement pattern of multi-center cities—multi-center-axis-radiation pattern, andprovide a new way of thought for the meshwork arrangement pattern of publictraffic.With the way of obtaining public traffic data improving and the configurationof public traffic meshwork arrangement changing, the article brings forward asimple, practical and dynamic way of public traffic planning. Through regressanalyzing of historical data of various lines by taking full advantage of IC carddatabase resources, we can predict line passenger load and nonstop passenger loadtransported by lines, then estimate whether they should be saved in the planningyear meshwork. Based on the original meshwork formed with rational lines and bymeans of setting up line by line and optimizing to a meshwork, also combined withhinges and partnership stations confirmed by transfer analysis, we set up new linesand mount specialized roads for public traffic where the passenger load is tooheavy, to improve the running speed of public traffic. In the overall optimization,we should inch the stations on the lines according to traffic capacity of maincrossings to avoid the situation that too many buses pass through the same crossing.This would reduce the negative impact that too many public traffic linescentralization has brought to urban transportation and hasten the harmoniousdevelopment of urban transportation.Based on the previous research, the thesis technically investigates some keytechnology involved with public traffic planning. The innovations of the thesis areas follows:(1) The thesis obtains fundamental data for public traffic planning using ICcard data.
