The ownership of private cars grows sharply with the increasing development of economics and ceaseless advancement of urbanization. Subsequently, roadways available cannot meet the needs of expanding urban traffic demands. Recently, all countries worldwide are faced with extremely tough traffic problems including traffic congestion, traffic accidents and environment pollution. To solve so many traffic problems under the condition of limited area for rebuilding, ITS (Intelligent Transportation Systems) are put forward to release traffic congestion and improve transportation efficiency. Since 1960, some developed countries such as Japan, America and Germany has devoted much finance and human resource to do research in ITS sub-systems, Now forty years have past, many remarkable fruits have been achieved in the field of ITS. As a very important component of traffic system, parking status has direct relation with the function of traffic system. In china, because the investment to the infrastructure facilities (especially parking facilities) is lacking, the paradox between parking demand and supply of the parking facilities is more and more protruding. So not only the construction of urban road and facilities are to be paid attention, but also the parking facilities should be well planned, the parking of vehicle should be well managed, it is necessary to deal well with the relation among the on-street parking, off-street parking, movable vehicle and motionless vehicle, thus the function of urban traffic system can well bring into play. The difficulty of parking has happened in many countries, due to the supply of parking facilities is restricted by lack of lands and funds, parking management is being paid attention to. Parking Guidance and Information System (PGIS) is called Advanced Parking Information (APIS), it is an application that the Intelligent Transportation Systems is used in parking field. It can provide real-time parking information by roadside variable information board so that the drivers can find parking lot more conveniently and rapidly. PGIS can make full use of parking spaces and lessen the search time of drivers, and reduce congestion and environment pollution. Along with the rapid development of economic and enhancement of the level of urbanization and automation, many big cities are confronting serious parking problems. However, the construction of parking facilities is restricted by lack of lands and funds, so the paradox between parking demand and supply of parking facilities is more and more protruding. It is urgent to introduce advanced parking management technology and strengthen parking management. Based on the background, the paper research on critical theories and implementation technology of the parking information service system, the main contents includes as follows: Chapter 1: Introduction. This part introduces ITS development at home and abroad, and emphasizes the theory research and experimental systems in APGIS field both in America, Japan and Europe. Then the author illuminates the significance of this dissertation and provides the main contents. Chapter 2: APGIS and parking information service system. This chapter answers the following questions: what is APGIS and Parking Information Service System, meanwhile, what relationship between they two. This chapter introduces the development at home and abroad. As a sub-system, Parking Information Service System, Parking Guidance System and some other system constitute the APGIS. Chapter 3: The design of structure and function in parking information service system based on the ASP technology. This chapter introduces the theorem of ASP technology and the function of Parking Information Service System. Chapter 4: The planning method to find best way for parking. How to find a best way to park? This chapter tries to answer this question. The author use the TC-B method set out a method to plan the way to park. Chapter 5: The Study to forecast the rate of occupancy of parking space. In this part, the author use nerve net to forecast the rate of occupancy of parking space, meanwhile, gives the soft. Chapter 6: The way to collect and send out the traffic information. The author expounds something about how to collect and send out traffic information in this chapter.
