With the high-speed development of Chinese economy, the process of urbanization is speeding up, and the land development is becoming frequent. At the same time with the improvement of the living standards of the people, the owning amount of motor vehicle is increasing constantly too. Though urban infrastructures were constructed largely, especially in big city and Megalopolis, road resource can' t satisfy traffic volume because number of motor vehicle increases rapidly. In a situation that resources of the road are in short day by day, if land is developed unboundedly, the traffic environment in some area will worsen further, even the whole of Urban Road System will be influenced. In order to coordinate the relation between land development and traffic, using foreign relevant experience for reference, Traffic Impact Analysis (abbreviate as TIA)is a useful tool for solving contradiction between the land and traffic by macro adjustments and controls. Traffic impact degree analysis is the key problem of TIA, and it can draw the conclusion of impact on traffic. It is the basis on which the suggestion of improving the traffic environment is put forward and traffic impact fee is collected.The thesis proposed a new concept 'traffic impact degree' that evaluated traffic impact produced by construction project. Evaluation index of traffic impact that appeared in different aspects was established, and corresponding mathematics formulas were set up. Impact degree thresholds were demarcated. The paper used the method of AHP (Analytical Hierarchy Process) and the method of GF (Generalized Function) to evaluate traffic impact on the individual event and comprehensive project. The process of evaluating traffic impact degree was exposited.Based on all those studies, the system of evaluating traffic impact degree had been established. Finally, a concrete project was evaluated by this theory.
