| In the past 10 years, the economic growth and urbanization of China share the same characteristics of "expanding development", namely: 1) set the "increment" as a goal, ignore the high cost of the development; 2) the government lays great emphasis on the economic development and urbanization by administrative means; 3)the economy, society and environment develop unbalancedly. Economic development is the fundamental impetus for urban development, and the economic growth way greatly influences the urban development way. Under the influence of economic "extensive development", the China's urban development has the same characteristics, especially in urban expansion. The city population scale, land scale, administrative areas and urban areas and traffic have respectively expanded in a large scale. There lay two main impetuses for China's urban expansion. On one hand, it is to the demand of urbanization. On the other hand, government adopts administrative means to expand city. The administrative-directed urban expansion has paid high cost, including resources cost, economic cost and society cost. In general, urban planning adapts to the urban development phase. The economic "expanding development" and the blind and low-efficient urban expansion influence urban planning greatly, and lead to some bad inclinations, those are:1)overemphasis on quantity while ignoring quality;2) lack of "public interest" goal; 3)the administrative decree is too strong and etc. These problems impel us to rethink the rationality of urban planning: it should pay attention to the efficiency as well as the increment; it should bear value rationality as well as tool rationality; it should adjust urban development efficiently instead of adapting to urban expansion passively.This paper firstly uses sociology statistics, based on lots of data and charts to analyze the China's economic "expanding development" and its characteristics. Based on this, it uses lots of detailed data and examples to analyze urban expansion and its impetuses and various social and environmental problems resulted from it. By analyzing current bad inclinations of urban planning and rethinking of urban planning rationality, in the end this paper probes for the new concept and methods of urban planning under the "scientific concept". |
