Research On Thought Train & Approach Of Urban Planning Under Conception Of Holistic Urban Management

Since recent years, urban management" has been springing up rapidly in ourcountry, and it has become issue in the realm of city research, the city developmentstrategy actively advocated by most of city halls and the mainstream of thoughtguiding urban construction and administration, consequently, it has brought essentialchange to the circumstance of urban planning and the planning will be required tomake innovation and improvement fit for the operation of modern city development.Accordingly, this thesis give emphasis to an attempt to explore more holistically andcomprehensively the conception of urban management and the renewal andimprovement of the thought train and approach of urban planning under thatconception. The thesis contains three parts with eight chapters in all, includingbackground and current situation research, theory exploration and empirical casestudy. In the first part, this thesis gives the brief outline of development process ofurban management overseas, analyzes the background of urban management'sengendering in our country, and makes a systematic summarization andgeneralization of the main conceptions and practice relevant to "urban management",then indicates and analyzes the main existent problems. In this research, "urbanmanagement" is considered a realistic and objective choice which responds to thecurrent economic and social situation, and it provides the effective approach andmeans for accelerating domestic city development. While, there is still somenonoverall understanding or misunderstanding in reality, which results in somepractice in pursuit of narrow economic considerations to have damaged city'ssustainable development and misleads the direction of urban management's spreadingand developing. In the part of theory exploration, based on above research, this thesis firstly putsforward holistic urban management and expounds its conception about urbandevelopment which uses generalized city resources as the subjects, has city hallsenterprises and citizens as the corpus, set up an overall objective with strengthening IIof competitive power promotion of maximum of comprehensive profit andsustainable development; Further more the thesis differentiates and analyzes themutual action between urban management and urban planning, then puts forward thaturban planning under conception of holistic urban management is a necessarycondition which can promote the two reciprocal action, and expounds its basicmeaning of "to direct development, region's competition and cooperation, principle ofefficiency, harmony of comprehensive benefit, flexibility "; Finally, the thesis laysstress on exploring how to integrate the conception of holistic urban management intothe ideology and approach of urban planning, and it illustrates that the basic train ofthought is "appraising resources condition and development prospect of a planningarea, research on planning objective for development and function designation,drawling up and revising planning programs to reach optimization, discussing tacticsfor implementing the plan and development operation", the four items mentioned asabove separately correspond to the basic steps in the progress of an urbanmanagement programming, namely analysing management resources andcircumstance programming management objective making layout of managementobjects making decision of management strategies". In the part of case study, this thesis applies and verifies the thought train andapproach of urbanplanning under the conception of holistic urban management by anempirical project study on construction development planning of Wang She Renarea in Ji Nan.
