With the rapid development of economy in China , the vehicle numbers are rising. The traffic's development causes server environmental pollution. Traffic noise pollution is one of the main environmental problems. In the research of the urban traffic plan theory and method, it is necessary to do research on the traffic noise prediction and assessment. It is helpful to the analysis of environment volume and the assessment of environmental impact in the urban traffic plan. Standing on the needs of the people's increasingly recognition of the city's traffic noise pollution problem and the persistent development's city traffic plan, and combine with the investigation experience and development trend, this paper make some research on building forecast model of road traffic noise by Grey theory.The grey system theory, which has multi-subjet synthesis, intersection and abstraction, mainly deals with the uncertain system with small samples. Grey modeling is the core of grey system theory and bridge grey theory and practice. The concept, characteristic and field of application of grey theory and the property of grey model are introduced systematically in this paper. The mechanics and the method of building GM(1,1) are deeply research and discussed. The requirements and relative questions, which should be paid to when building grey model, are also discussed. This is benefit to understanding the grey system theory more deeply, uniting the recognition of the grey method thought and developing the application field of the grey methods. This outcome have very important significance in building forecast model of road traffic noise.
