Currently, concrete is one kind of artificial construction materials that is used extensively in the world. Comparing with other construction materials, concrete has many merits; such as it is endurable, convenient, and so on. With these merits, we can sure that concrete is one of the importance construction material in the future. It is significative to exploring a feasible method to generate high performance concrete and harmless concrete in china where concrete is used on a large scale. Base on the theories of Electro-hydraulic Impulse and structure strength of concrete, A new good idea to improve the mechanical performance, long-term property and durability of concrete by strongly polar activated is put forward in these dissertation. The process of generating strongly polar activated water is described in this paper. On the basis of the work, the mechanism of strongly polar activated water improving the mechanical performance, long-term property and durability of concrete is analyzed from the aspect of macroscopic and microscopic view. The data of the experiments indicate that using strongly polar activated water to improve the mechanical performance, long-term property and durability of concrete is practical and feasible.
