Currently, concrete is one kind of construction materials which is used extensively. It is reported that the yield of cement per year over the world has surpassed 1.5 billion tons. And the yield of concrete adds up to 4.5 billion cubic meters per year. Conparing with other construction materials, concrete has many merits, for example, it is endurable, convenient, and so on. With these merits, we can sure that exploring a feasible method to generate high performance concrete is valuable.A good idea, using strongly polar activated water produced by Electro-hydraulic Impulse Technology to improve the mechanical performance of concrete, is put forward in this dissertation. The process of generating strongly polar activated water is described in this paper. On the basis of the work, the mechanism of strongly polar activated water improving the mechanical performance of concrete is analyzed from the aspects of macroscopic and microscopic view. Then, the effects of improvement and the optimum parameters are provided. In order to support the theory discussed above, some experiments are done. The results of the experiments indicate that using strongly polar activated water to improve the mechanical performance of the concrete is practical and feasible. And with the strongly polar activated water, even the amount of cement ia decreased to 10 percent, the mechanical performance of the concrete is improved too. Of course, the increase rate is different with different parameters, these parameters include discharging energy, discharging times, the distance between the two electrods, and so on.
