Realizes gradually along with the all countries electric power market, the traditional electric power enterprise must break the integrated electric power service construction with generate electricity, power transmission and power distribution. Reactive power control is used as a kind of assistance serves under the electric power market, which is a necessary condition to complete safety the exchange between power transmission and power distribution in electric network. The optimum tidal flow method is used in this paper, and the object function of reactive optimization is proposed based on the reactive electrical valence is considered. This model not only overcomes the shortage that the present reactive optimization planning has under the condition of electric power market, but also it makes the expenditure minimum of the active and reactive quantity of electricity which are purchased by electric network business. Then they can have a great achievement. The method that uses genetic algorithm to solve the problem of optimization in this paper is used to calculate the node of IEEE30 example, and obtained more satisfied result. Thereby the exactitude and availability of object function and improved genetic algorithm put forward in this paper are verified.
