In the last century, we have made brilliant achievements in science and technology, with human being's rational knowledge toward science becoming more and more mature, many big breakthroughs have been achieved in the fields of science, technology and engineering.Owing to the emergence of high-tech, especially owing to the changing with each passing day of computer and information technology, there are sweeping changes in technigue and means of research of Hydrology and Water Resource. At the same time, the development and application of spatial technology, of measuring and control technology, of information technology and of 3S technology also enable Man gain more data and information timely and efficiently. Now, data and information's process, transfer and storage can be dealt with network, moreover, distributed data base and interactive operating system on computer have already been exploited. As a result of all above, the research of our hydrology and water resources has the luck to develop rapidly.To prevent flood, adopting non-project measures is feasible and efficient marching measures in recent years in most of counties, adequately utilizing modern science and technology such as computer, information processing ,net and communication , system emulation, artificial intelligence and so on to build system that can automatically survey and forecast water information, now plays a important role in grasping the information of rainfall, water and project, in making and selecting preliminary draft of flood control and dispatch, which can greatly raises the efficiency and flexibility of flood control, and has important realistic significance and social economic benefits in minimizing flood disaster. At the basis of analyzing the present situation of flood system and the necessity of system building, combining with the principle of uniting theory with practice , and from the angle of exploiting and utilizing water resources as well flood control and drought resistance, as a essay of a postgraduate, this article places stress upon researching and probing into following aspects:1. Real-time flood forecasting and reservoir operation system design.2. Flood forecasting model.3. Real-time adjustable model.4. River flood routing model.5. Reservoir operation model.
