Up to now, the construction of highway network is really getting tremendous success, but the traffic problems of region have become increasingly severe with the development of region economy. One of the main causes of these problems is that the structure of highway network cannot meet the increasing requirement of region traffic demand. Furthermore, highway network mostly is the trouble of technical grade and service low. Thus it plays an important role in the field of the construction of basic establishment in area. It is exigent how to construct highway scientific and make them come into being network in the region traffic. In the same time, the planning and construction of highway should adapt to the development of region economy and operate on step by step.For the reasonable planning and construction of the highway network in medium-sized cities, At first, the thesis has compared the condition of China with one of foreign in the construction of highway network and presented the existing problems. In the foundation of the theory and methods of the planning of highway network, a series of principle and methods has been advanced, such as the method linked the method of gross control into 4-step-forecast method. The thesis has discussed the data the OD survey needed and the theory and methods of traffic demand forecast. At last, taking Zigong as an example, from the aspect of economy, society and geography itself, the thesis has planned reasonably its highway network adopted the 4-step-forecast method in the near and far future, gained the scheme which is fit for the developmental rule.The thesis is characteristic as follows:1) Problems of the planning and construction of highway network is analyzed intensively. It has done definite research on the planning of highway network in medium-sized cities especially. And a series of principle and methods has been put forward which accord with the fact of the planning of highway network in medium-sized cities of midwest area.2) The methods of demand forecast studys deeply, which will instruct some cities in the aspect of the OD survey and forecast.3) The investigating and analysis in Zigong is detailed, scientific and easy to put into practice .
