Construction engineering technic material, serving as the original reference for engineering management and supervision, quality control and technical data, is an important basis of work testing and checking and crucial to guarantee construction quality. It also lays foundations for later testing, maintenance, management, utilization, reconstruction and continuation. The quality of engineering technic material directly reflects the project management and supervision level.In China, the management of construction engineering technic material currently is still on the whole at a low level, with a sharp discrepancy among the construction units. Based on analyzing the tendency of internationalization and computerization of engineering project supervision after China's entry into WTO, the present paper is intended to carry out a research of China's present engineering project supervision situation and of the necessities, feasibilities and significances of a computerized engineering supervision. Finally, it is suggested that an all-round computerized construction engineering supervision shall be carried out to adapt to this new trend in construction line so to guarantee a comprehensive standardization of engineering work, increase work efficiency and improve work quality, ensuring that engineering technic material can really represent the actual project supervision level.Operation system of this software makes use of Microsoft's Windows 2000, MSSQLSERER and other mainstream system software. Its program developing software utilizes the advanced, open and reliable Powerbuilder (PB) by America's SYSBASE, a company specializes in developing database technology of large scale. Based on existing national standards, coercive clauses and related national and regional laws and regulations and by means of the new perspective of engineering supervision of information data, this system helps to achieve a standardized management of engineering supervision and solve problems out of present constructions due to low level engineering supervision and management. It also expands engineering material management scope, settles the problems of duplicate and arduous data processing, heavy workload and pressure, low efficiency due to manual work, poor work quality and delayed information feedback in conventional engineering material management. In the trend of computerization development inconstruction line, this system makes full use of computer and web technologies, sets up engineering technic and information management system applicable to engineering project supervision, realizes science-realization, standardization and intelligence of engineering supervision and guarantees a scientific and accurate quality evaluation and control of the work. Moreover, aided by computer, it can handle engineering technic material management and engineering quality and progress control to increase the overall project management scope, enhance supervision force and inspire work progress. The resultant increased institute's project management level, improved economic returns and social results will undoubtedly raise the institute's competitiveness domestically and internationally. The newly developed engineering management software system is characterized with clear data system and ideal interface, high reliability, flexibility, practicability and good operation. It will also help the users to know some national and regional laws and regulations in the line and basic engineering knowledge, improving the technicians' quality and service level so to upgrade the technology and management level of the construction market as a whole. Featuring in its innovation and systematism, on March 12, 2003, this new software system passed the technic evaluation by National Construction Department of New Technology.In conclusion, the paper looks at the features of traditional engineering data management system and looks into the future development of China's construction engineering project supervision and management.
