With the development of science and technology, the cause of shipping has been improving continuously. And as modern ships' performance has been enhanced, it's essential to have good navigation marks or their related facilities to lead ships, especially for ships in involutes water area, to sail well. The development of computer technology and the application of high technology of modern communication make it possible that modern navigation technology develops quickly, including foundation and application of unique and advanced management systems for aids to navigation information. In the management systems for aids to navigation information, modern science and technology, brim-science theory, for example: geography information system, operational research, artificial intelligence and so on. The symbol of moderation of management systems for aids to navigation is integration of equipment, production and management.This research is focused on an important content: how to enhance the ability of navigation mark management combined with GIS application theory.This paper introduces the development conditions now in inner river navigation management system. Up to now, no successful application combined with GIS has appeared. Then it introduces the advantage using component GIS flat form and the basic structure which the system based on..This paper introduces the several main technologies from chapter three to five. In the third chapter, it refers how to realize the navigation data management with electric river map information classification code, combined GIS. Applying the way of combining classification code with picture storeroom can enhance the efficiency and flexibility of navigation management.In the fourth chapter, the paper introduces the way and steps of building waterway 3-D model. Basing this model, many further application can be realized, such as waterway classification analysis, water deep analysis and dig area calculation.In the fifth chapter, it is set forward the way to build and manage thenavigation enhanced-arrangement Smodel, using the decision support system theory, statistics theory and component software development theory.
