The problems on construction function usually are reflected concentrately in plane design, in which the main content of the space compose is done too.This paper proceeds from the principle of plane and space, researching if the housing function and quality demanded in the Regulation and the residenters' living standard are well coordinated, and if they are well done in suiting their living style and things like that.The paper starts with the basis theory of architecture, combining the other relative theories and available results of research, paying a visit to the thirteen selling built commodity housing estate, getting the opinions and data faded back from investors and households, it then discusses the problems existing in the available housing and the developing trend in housing design. After comparing these problems with the rules in the principle of plane and space layout required in the habitability in the Regulation, the paper discussed if the Regulation adapts to the real situation in Xi'an city.The purpose of writing the paper is to hope to propose the original and potential ideas in design by comprehensive research in forms and functions of different housing types, the more proofs to the foundation and the result mentioned in the Regulation, and the discussion to the part of the provisions of the Regulation..
