For our Chinese seafarers, this system solves the problem of editing English reports; for ship managers, it saves the costing of communication and improves the efficiency of communication, fleet tracking and fleet management dramatically.At first, this thesis introduces major elements, data links, communication process and services of Inmarsat-C system. Then, it describes the design of the whole system framework and several key flow charts on communication. In its core part, with plenty of figures and tables, it discusses the steps of develop the Inmarsat-C Communication System Chinese Edition in great details, from constructing the frame to designing interface, to realizing communication, and processing all settings.
