| This paper introduces comprehensively the basic theory and calculation methods of risk analysis. After analyzing the reasons of sea dike overtopping, the overtopping risk model is established under storm tide and wave action. The overtopping risk of Da Guan Sha Dike is calculated with integrate-JC method. It is indicated that the method of risk analysis in dike design, compared with the present method, is better and the failure probability is more actual and accurate. Using this method the different altitude of sea dike can be determined with different failure probability.
