Linfen railway substation stands in the south side of the Tongpu line ,the middle-south part of Shanxi province,and it has abundant transportation resource in its domain.But under the condition of the more and more intensive socialism market competition, in the enterprise the amount of transportation and economic benefit can't increase synchronously. How to optimize freight organize scheme, how to improve the benefits and the level of modern management, and how to make the national asset such as transportation device preserve and increase its value, are the problems the business decision maker to be faced with. Referred to the realistic problem, at the premise of handling with cargo transportation accurately, this paper takes all kinds of factors into account. Under the circumstance of transportation capability and transportation resource to a certainty, using scientific mathematic methods,with the thoughts of building an applied and high-powered MIS is the most effective method to accomplish the most maximal benefit. Begun with the analysis of the freight transportation organization of substation , holding with the key factors in the real work , it stands out the decision in transportation scheme optimizationThis paper introduces the aim of the MIS, the basic thoughts and mathematic models, explains subsystems' functions which are respectively called plan examine and approve, optimizing examine and approve, optimizing analysis and data maintenance ,and it evaluates the system under the circustance of reality.With the example of Linfen railway substation's freight transportation organization MIS,the paper details in the system's principles ,building, using and effect. We can believe that it has certain use for reference and extendedness value for all railway system's transportation organization efficiency and benefit.
