This article introduces the fundamental theory of inclined electrostatic field inthe HI-13 tandem accelerator and the beam optics in the accelerating tube,describes the arrangement of the electrodes in the terminal area. The intensiveanalysis to the mathods of the upgrading of the HI-13 tandem accelerator ismade, the factual schemes are given. The maximal permitted installing tolerancesare estimated.In this article, the electrostatic field in the terminal area is computed in detail.The position of the maximal field and the ways to increase the safe workingvoltage of the accelerator are worked out. The maximal working voltage isestimated.
