The Moergen river flows through Suileng County,Suihua city and Qing’an County respectively from northeast to southwest. The area that it flows through is one of the important rice commodity grain bases in Heilongjiang province. The govern of Moergen river is of strategic significance to promote the development of local characteristics of agricultural economy and protect the food security of our province. However, existing dike along the Moergen river is old and broken, its engineering standard is low and supporting facility is poor. The river have not been dredged for many years which causes a low flood capacity. Therefore, this situation constitutes a serious threat to the flood control safety of coastal towns. In order to make full use of the advantages of soil and water resources in the river basin, a comprehensive govern measure has to be taken on the Moergen riverIn this paper, Corresponding reinforcement measures of dike sections, protection measures of embankment dangerous sectiosn and some control measures of ecological protection are put forward in this paper. through analysis of the different situations of different dangerous areas, comparison of the different schemes and corresponding water conservancy calculation, by carrying out a full investigation of the Moergen river situation and the collection of related literature about domestic and international rivers govern, the economic evaluation and analysis of the flood control benefit are analyzed as well. The results show that these measures are feasible.
