At present, the thermal power plant burned by coal is the mainly form in the power industry of China. The safe and stable operation of thermal power plants has a great effect for the promotion of economic development and social stability. Many thermal power plants have happened coal-shortage in recent years by the reason of the coal resource’s shortage. It’s not good for the safe and stable operation of thermal power plants.Coal cost has accounted for 70% to 80% of the whole operating costs in thermal power plants. It is the biggest cost of thermal power plant operation. As coal prices rising, a lot of thermal power plant losses. The only way how to control coal cost effectively is to improve the level of fuel management.In recent years our government realizes that high energy emissions are harm to social economy and environment. The government carries out environmental economic policy positively. They force power plant’s emissions meet the national environmental standards of production. It has a higher request for power plant fuel management.L thermal power plant’s fuel management which is similar to most of the main thermal power enterprises in China although has awarded of the importance of fuel management, with strengthening the fuel management actively. But there are still in the heavy shadow of traditional extensive management mode. This management mode is very low efficiency. This management mode has severely restricted development of L thermal power plant and others which is in the same situation. To analyze the L plant fuel management model and search the optimization method has important significance for improving the efficiency of fuel management and business, even important for promoting social development.This study has analyzed traditional fuel management model optimization by combining with management theory firstly, summing up the problems which exist in the traditional fuel management model and the methods to improve them. Then it has taken L thermal power plant’s fuel management mode for the specific research object. It has analyzed its existing problems and put forward the optimization method. At last by combining the latest the concept of Industry 4.0 and Green Production and the technical of IOT and BI and the management theory, it has innovated management mode to realize smart decision-making of L plant’s fuel management. It makes enterprise’s resource reasonable distribution, and reduces the energy consumption even its pollution emissions. It realizes its intelligent production and green production. This research is not only of great significance to L thermal power plant, but also has reference value to the same industry and other related industries.
