Research On The Energy-saving Development Of New Residential In China

The new residential housing has become an important part of building constructions in China. Between 1995-2009, the residential area accounts for 66.3% of all new complete building area averagely. Studying on the energy-saving development of new residential in achieving the goal of reducing building energy consumption is of great significance.With text analysis, interviews and questionnaire survey, this paper analyses the current situation of the energy-saving development of new residential in China, parses some problems in this area, and formulates 22 general factors which have an impact on the energy-saving development of new residential. The key factors are extracted by using principal component analysis. Through the comparison of the developed countries (the United States, Japan, Germany, etc.) experience in the development of energy saving house, much inspiration is derived. On this basis, this paper structures a bracing system of the energy-saving development of new residential. Describes the major obstacles of structuring the bracing system of the energy-saving development of new residential, and proposes corresponding countermeasure and suggestion. Conclusions are as follows:First, government support, research of residential energy conservation technology and its popularize and application are the key influence factors for the energy-saving development of new residential currently. It includes residential energy demand system, service system of energy-saving technologies and energy efficiency labeling for new residential. design and construction services for energy efficient residential, operation and management system of residential. Each system contacts with each other and make mutual influence, All these systems play a role together through incentives, regulatory mechanisms, innovative mechanisms and public participation mechanism and so on.Third, the incentives policies on New energy-saving residential are insufficient, the standard system of energy-saving residential is imperfect, the new incentives for energy-saving housing are inadequate, supervision is little , or implementation of standards is not enough, the system of development of residential energy-saving technology or Service on energy efficiency label has not yet formed, public participation is in the weak sense of building energy efficiency, the mechanisms of public participation are not yet established, management system is inefficient, management institutions are not perfect, regulatory measures are not in place. It is badly, the supporting system is not perfect, which become the Obstacles of the development of new residential energy saving building. Improve and build the laws on energy-related system, regulations, standards and incentive policy; to improve the innovation system on energy-saving technology .and enhance the public participation on energy efficiency, which are effective way to improve the development supporting system of new residential.This study on the key factors and bracing system of the energy-saving development of new residential in China, provides a scientific reference for the government making policy and program in the energy-saving area of new residential.
